THE POSITION

The Business Process and Systems Analyst is a professional level class that provides functional assistance in the use and utilization of information systems development, design, maintenance, evaluation, and support; analyzes, evaluates, and trains end users on various computer systems, including enterprise-wide systems. Other duties include coordinating with other City departments in the development and documentation of work processes, managing the installation of upgrades to existing systems, preparing cost benefits and analysis of systems, conducting training for users, and providing problem resolution for system issues.

 

The current vacancy exists in the Finance Department. Immediate and future vacancies will be filled from this eligible list for a period of six (6) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.

ADMINISTRATION LEAVE: 60 hours per fiscal year.

ANNUAL LEAVE: Twenty (20) days per year of Annual Leave with cash out provisions.

HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and one (1) personal day.

LIFE INSURANCE: Benefit equal to annual salary; premium paid by the City.

LONG-TERM DISABILITY: Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium paid by the City.

Requirements

Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list.

 

Graduation from an accredited college or university with a bachelor's degree in accounting, finance, personnel management, computer science, management information systems, or related field and two (2) years' experience using various Enterprise Resource Planning Systems in a Finance, Payroll, or Personnel office setting, which includes at least one (1) year of business process improvement.

 

Applicants must attach a copy of their diploma or transcripts directly to the on-line application for verification of requirements. Applications lacking the attachment may be rejected.

 

Possession of a valid California Driver's License required at time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.  

 

The selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno.


THE SELECTION PROCESS

The examination process may consist of the following parts:

 

Written Examination - (50%) - A job-related written exam will be administered which may test a candidate's knowledge in the following areas: ability to analyze problems and develop logical solutions, demonstrate initiative and work independently; knowledge of principles and practices of governmental accounting or personnel management systems and project management; skill to operate a variety of word processing and software applications.  

 

Of those candidates who pass the written examination, a limited number of the top scoring candidates will be invited to the next phase of the testing process which is the Oral Examination.

 

The written examination is tentatively scheduled for the week of June 10, 2019

 

Oral Examination - (50%): A panel of subject matter experts will conduct a job-related oral examination to evaluate a candidate's knowledge of current technology in Human Resource Information Systems and Finance Information System, system design, analysis and project management; ability to analyze problems and develop logical solutions, demonstrate initiative and work independently with minimal supervision, provide lead direction and establish and maintain effective working relationships or other topics related to a candidate's training, experience and qualifications for the position. Candidates must achieve a passing score to qualify for the eligible list.

 

The oral examination has been tentatively scheduled for the week of June 24, 2019.

 

Passing scores of both the written and oral examination will be combined and used to determine your final score and placement on the eligible list.

 

The City reserves the right to amend any phase of the examination process should there be a limited number of successful candidates. Should such amendment be exercised, a candidate's final score and placement on the eligible list would be based upon the completed examination phase(s).

 

VETERAN’S PREFERENCE

Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested. Qualified veterans who pass the examination will have five (5) points added to their final score.
