JOB DESCRIPTION:

 

DISTINGUISHING FEATURES OF WORK
The Benefits Supervisor oversees all aspects of the administration of the Employee Benefits programs offered to employees and retirees, to include analyzing the coverage, benefits, and effectiveness of each plan. Serves as main contact for benefit vendors, reviews plan expenditures, develops and maintains benefits communication program. Oversees all aspects of annual open enrollment and ensures benefit programs are in compliance. The Benefits Supervisor reports to the Director of Employee Relations.

 

RESPONSIBILITIES:

 

ILLUSTRATIVE EXAMPLES OF WORK (May not include all duties performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)
• Coordinates and oversees all aspects of Annual Open Enrollment. Evaluates plan benefits and rates and makes recommendations based on cost and plan effectiveness; coordinates internal technical aspects of benefits program and plans and open enrollment processes and employee communications.
• Reconciles employee data and employee contributions to the Virginia Retirement System (VRS), submits enrollment and enrollment changes to VRS, processes monthly VRS payment, resolves
eligibility and payroll discrepancies, processes necessary employee payroll adjustments.
• Oversees all aspects and the administration, compliance, and employee communication of the Employee Benefits program for active employees and retirees. Evaluates and revises internal processes to increase efficiency. Documents and maintains administrative procedures for assigned benefits processes.
• Renews multiple lines of coverage over several renewal cycles.
• Ensures compliance with applicable government regulations. Performs annual tasks/reporting related to ACA compliance and other annual survey requests. Ensures timeliness and accuracy of required reporting and fees.
• Maintains Benefits Department website with up-to-date required notices, summaries, plan descriptions, and forms. Processes monthly payments for benefits vendors.
• Serves as employee point-of-contact to resolve payroll deduction and service issues related to benefits.
• Supervises Benefit’s Specialists.
• Performs related duties as required or assigned.


Requirements

QUALIFICATIONS:

MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS
1. A Bachelor’s Degree in Business Administration or any other field providing a strong foundation for success in the essential functions of this class and level of work, or an equivalent combination of education, experience and training, is required.
2. Five (5) years of progressively responsible experience in Benefits Administration.

EXPERIENCE:

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
• Knowledge of a wide range of benefits, insurance coverage laws and regulations, familiarity with federal and state legislation regarding benefits.
• Knowledge of all pertinent federal and state regulations, filing and compliance requirements, both adopted and pending, affecting employee benefits programs, including ERISA, COBRA, FMLA, ADA, Section 125, workers' compensation, Medicare, OBRA, and Social Security and DOL requirements.
• Knowledge of computer applications related to employee benefits program administration.
• Knowledge of benefits contract language.
• Skill in interpreting and applying policies and procedures of a wide variety of employee benefits programs.
• Skills in team building.
• Skill in analytical, quantitative, research and problem solving.
• Skill in effective communication and attention to detail.
• Ability to gather, organize, analyze, examine, and evaluate data or information and take action
based on the data and information.
• Ability to understand, interpret and follow detailed and complex instructions, guidelines and federal regulations and to perform detailed work quickly and accurately.
• Ability to work under pressure and to meet deadlines with strong time management skills.

PREFERRED KNOWLEDGE, SKILLS AND ABILITIES

• Experience working with staff from various cultural and linguistic backgrounds.
• Oracle Advanced Benefits module experience.
• Experience working with and/or knowledge of the Virginia Retirement System.
