SUMMARY

 

The Benefits Specialist is the primary point of contact responsible for the administration and implementation of Chevron Stations, Inc. (CSI) benefits programs that support employee engagement, organizational compliance and desired market position. Analyzes benefits programs and makes recommendations to support Human Resources strategy and CSI initiatives. Position provides support regarding employee benefits and retirement plan programs, external vendor management, employee customer support and issue resolution. Leverages internal and external resources to stay apprised of benefits trends in the market.

 

ESSENTIAL FUNCTIONS

 

Benefits Administration

 

  • Day-to-day administration and communication of the company’s benefits programs including health, thrift plan, leaves of absence, wellness, educational assistance, etc.

    • Manages the administration of CSI benefits programs including but not limited to enrollment activities, collection and payment of employee contributions for retirees and employees on leave, administration of special programs (i.e., San Francisco Health Care Ordinance, COBRA Stimulus Program), resolution of benefits appeals and processing of FMLA checks, etc.

    • Manages the vendor relationship in the administration of the thrift/401k program. Provides counsel on the enrollment processing, distributions, hardship withdrawals, contribution changes, reallocations, spousal consent, forfeitures, beneficiary changes, etc.

  • Leads the annual benefits enrollment and renewal efforts including, developing plan options, coordinating activities and managing communications. Ensures that the appropriate systems are updated to include new benefit plans and employee premiums.

    • Coordinates with benefit carriers and external service providers to ensure accurate and timely employee eligibility data and timely and accurate payment of claims, invoices etc.

  • Oversees benefits and retirement plan audits and maintains plan files for all CSI plans.

  • Verifies accuracy and ensures timely submission of funding requests for Defined Contribution plan (401k), monthly premiums, and other program contributions and invoice payments

  • Monitors vendor performance and service quality as defined by vendor contracts and agreements, and works with vendors to identify solutions to benefits and claim issues

  • Audit/reconcile enrollment eligibility to ensure accurate posting at vendors

  • Oversees CSI’s ACA (Affordable Care Act) eligibility tracking and reporting requirements. Ensuring that company maintains compliance requirements.

  • Interacts regularly with employees, HR leader, Payroll, and benefit vendors ensuring proper and timely delivery of benefits and issue resolution for plan participants.


    ADDITIONAL DUTIES AND RESPONSIBILITIES

 

  • Review and respond to unemployment claims with appropriate documentation.

  • Trains HR team members on benefits programs.

  • Participates in special projects

 

Requirements

Working Conditions

  • Office environment with spoken, written, face-to-face and telephone interaction with station personnel, field management, corporate personnel and external vendors

Skills and Experience

Required:

  • Experience in employee benefit plan design, analysis, consultation and administration.

  • Understand and interpret ERISA, COBRA, HIPAA, PPACA and other benefit related laws.

  • Effective project management skills and ability to manage multiple priorities and tasks simultaneously

  • Strong analytical skills. Ability to analyze, understand and present complex data in the context of business issues and draw conclusions to develop alternative proposals.

  • Demonstrated ability to develop positive working relationships with both internal and external vendors, brokers/consultants, and customers.

  • Demonstrated strategic thinking, influencing, problem solving skills

  • Detail-oriented and able to work independently with minimal supervision

  • Advanced level competency in MS Windows, Word, Excel and PowerPoint

  • Excellent written and spoken communication skills.

     

Preferred:

  • Certified Employee Benefits Certification or other benefits certification, a plus

  • Previous Human Resources experience

  • Health & welfare, and retirement plan experience preferred.
