Summary:

The Benefits Manager position is an integral part of the support of our mission to provide comprehensive benefits to employees. This position is responsible for the day to day management of the Benefits office. The manager will administer all Benefits programs to ensure compliance and effective implementation of all coverage levels. Responsibilities include answering and resolving employee questions and problems by interpreting benefit policies and procedures. Incumbent must ensure Service Excellence delivery in all daily interactions with clients and employees.

This position has supervisory responsibility for Benefit support staff positions and will act as Manager on call during the absence of other managers in the Administrative office.

Core Responsibilities:

  • Act as liaison between company and vendors
  • Lead the development and dissemination of communication plans to inform employees about benefits within our framework
  • Manage annual open enrollment, including preparation and delivery of all associated communication
  • Work with plan providers on electronic file feed updates to ensure accuracy of information
  • Manage leave programs (FMLA, ADA, Disability, Paid Family Leave, LOA’s, etc.)
  • Maintain and update the Benefits/Leave/Wellness areas of the Company’s intranet portal
  • Manage all employee benefit plans and programs, including but not limited to health insurance, FSA, disability insurance, life insurance, COBRA, FMLA, 401(k) and other health and welfare initiatives
  • Resolve escalated employee questions and problems by interpreting benefits policies and procedures; ensure quick, equitable, courteous resolution
  • Comply with federal, state and local legal requirements by studying existing and new legislation; obtaining qualified opinions; enforcing adherence to requirements; and advising management on needed actions.
  • Partner with Leadership to ensure benefits and leave practices are up-to-date and follow current best practices and state and federal law
  • Oversee COBRA administration with our third-party administrator
  • Ensure compliance for applicable COBRA compliance guidelines
  • Assist Directors and benefits broker with the annual renewal of company benefits
  • Oversight of BenAdmin system, including training
  • Manage all aspects of Voluntary Benefits Administration, Life & AD&D, Supplemental STD, Accident, and Critical Illness, Legal Plan
  • Ensure that all employee enrollments and contributions are processed timely & accurately
  • Prepare and maintain human resources and employee benefits data and reports as needed
  • Coordination of Monthly bill reconciliation for all plans, including invoice approval/submittal for payment.
  • Ensure accurate billing charged for covered employees, including tracking credits
  • Manage weekly Self-Funding claims review and approval of account funding
  • Data entry of employee leave of absence in HRIS??
  • Ad hoc projects as requested by management
  • Maintain and review the Transit Check program
  • Other related duties as assigned

Retirement Plan Administration

  • Must be fully knowledgeable with all policies and rules of the plan
  • Ensure compliance with all Plan document language and processes
  • Act as an educator to employees on plan eligibility and policies ( i.e. Loans)
  • Coordination of Semi-Annual education meetings
  • Ensure biweekly data entry of Employee deferrals, Loan repayments & 5% Employer contribution
  • Process quarterly funding of 5% Employer contribution to record-keeper
  • Process bi-weekly transmissions of Contributions & Loan payments to 401(k) record keeper
  • Annual coordination of ADP Compliance Testing
  • Assist and ensure annual 5500 filings to IRS

 Orientation/ Training/Other

  • Manage & conduct Benefits section of the New Hire Orientation as needed
  • Maintain New hire orientation Benefits section of Presentation
  • Deliver management training on all Leave of Absences policies
  • Maintain Benefits sections of the company website

 Performance Management/ People Management

  • Supervises and supports benefits staff by coaching, training, planning, monitoring, and appraising job results.
  • Assist with onboarding and recruitment as needed.
  • Supervise and manage the daily work of two Benefit Specialists
  • Monitor Time & Effort and ensure compliance with Salaries budget, by managing and tracking Overtime costs

Requirements

  • Bachelor’s degree preferred, experience may substitute for a degree, minimum 5 plus years in the Benefits field required
  • 2 years minimum managerial experience required
  • Strong verbal and written communication skills to collaborate, develop partnerships and encourage trust of vendors, managers, and employees
  • Proficient reporting writing skills (ADP Reporting a plus)
  • Strong Financial and analytical skills a must
  • Knowledge of HRIS/Benefit enrolment portal administration a plus
  • Ability to thrive amidst uncertainty and shifting priorities in a fast pace environment
  • Proficient computer skills required (Word. PowerPoint, and Excel)
  • Strong organizational skills with the ability to interact effectively with all levels of staff
  • Must be able to work independently.
  • Good customer service skills a must
