GENERAL RESPONSIBILITIES

Serve as chief human resource officer for the college.  Lead and direct the development and operation of all Human Resources functional areas and activities, Equal Employment Opportunity, and Affirmative Action functions of the College.  Serve as Title IX coordinator for all employee-related sexual misconduct issues. This position works closely and collaboratively with college leadership in achieving the college's mission and goals.

WORK PERFORMED

  • Responsible for the development and enhancement of a comprehensive, highly responsive and integrated human resources unit.
  • Oversee all hiring of college employees through effective recruitment programs.  Ensure compliance with federal, state and local laws and fair employment practice requirements.
  • Develop recruitment resources and provide recruitment training for all employees involved in hiring processes.
  • Oversee strategic initiatives relating to diversity goals and timetables; initiate or recommend corrective actions as needed; keep College officials advised of their obligations as appropriate.
  • Perform all duties of Equal Employment Opportunity Officer, Affirmative Action Officer, and Title IX Coordinator for employees. Ensure that legal requirements are met, college employees are aware of their rights and responsibilities, and complaints are investigated.
  • Develop and conduct workshops within the College to educate supervisors and employees in matters relative to diversity, employment, and personnel management.
  • Oversee professional development and training activities, including leadership development programs, supervisory orientation and training, and other programs for the campus at large. Ensure that programs are offered in sufficient quantity and formats to allow college employees to meet professional development requirements.
  • Address and resolve employee complaints through supervisory chain of command; serve as advisor in matters of faculty and/or staff complaints, grievances and general employee relations; lead investigations as appropriate; serve on grievance committees as appointed, protecting the interest of employees as well as the College. Respond to external complaints, such as those through the Equal Employment Opportunity Commission and Maryland Commission on Civil Rights, as necessary.
  • Assist supervisors with employee relations issues involving their employees, including recommending performance improvement strategies and managing the progressive discipline and performance appraisal processes.
  • Represent the College on external matters related to personnel functions with public agencies, professional associations and other community college personnel officers. Attend conferences, seminars, meetings and webinars to ensure a current and comprehensive knowledge of human resources issues.
  • Serve as a standing member on college cross functional teams, including but not limited to the Diversity Committee, Professional Development Team, Salary/Benefits Committee, CARE Team, and College Council.
  • Review and revise college policies and procedures, both on a regular schedule and an ad hoc basis as necessary. Make interpretation decisions regarding policies and procedures on issues not clearly covered.
  • Oversee the completion of annual plans and reports required under federal contractor status, including Affirmative Action Plan, Veterans report, and Disabilities report.
  • Oversee reductions-in-force and elimination of college positions when necessary.
  • Oversee the human resources office budget and purchasing card (p-card) transactions.
  • Oversee the work of external consultants in evaluating the compensation structure periodically to assure the adequacy of classification structures and the relevance of ranges to competitive economic and/or professional personnel marketplaces;  coordinate the implementation of changes.
  • Supervise, directly or indirectly, employees assigned to the human resources office. Set goals and benchmarks for performance.

 

Requirements

KNOWLEDGE REQUIRED

  • Bachelor's degree required. Master's degree in human resources or related field preferred.
  • A minimum of seven years' experience in a professional-level human resources position required, five years of which must have been in a supervisory capacity. 
  • Professional certification through the Human Resources Certification Institute (HRCI) and/or the Society for Human Resources Management (SHRM) preferred.
  • Demonstrated ability to foster a collaborative environment between the human resource function and various divisions within organizations.
  • Evidenced knowledge of employment law.
  • Evidenced knowledge of  writing HR policies and procedures for an organization
  • Experience in Title IX, preferred
  • Experience handling EEO complaints, preferred
  • Experience  in preparing Affirmative Action plans for an organization, preferred.

SUPERVISION

Supervises human resources managers and others.
