The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Position Information

The Associate Vice Chancellor, Labor Relations (AVC-LR) is a member of the department's senior leadership team and reports to the Vice Chancellor of Human Resources. The individual is responsible for managing the system wide collective bargaining and campus employee and labor relations programs, as assigned. The AVC-LR oversees the planning, negotiating, training and administration of the system's labor relations in accordance with the Higher Education Employer-Employee Relations Act (HEERA), related laws, Board of Trustee policies and administrative direction. The individual serves as the principal advisor and liaison on employee and labor relation issues to CSU executives, campus presidents, administrators, and union leaders, as assigned


Under the direction of the Vice Chancellor of Human Resources, the Associate Vice Chancellor of Labor Relations (AVC, LR) will oversee, provide direction and set strategy with the Chief Negotiator, Collective Bargaining. In collaboration with the Chief Negotiator, Collective Bargaining will advise, represent and act for the Vice Chancellor of Human Resources, the Chancellor, and/ or the Board of Trustees on labor relations issues. The individual is also responsible for working directly with the General Counsel's office on the interpretation and application of HEERA, related federal and state laws and administrative policy

Responsible for overseeing, providing guidance and supervision of the performance of all work involved in planning, organizing, implementing and administering the system wide collective bargaining and campus employee relations programs for academic and support staff employees in accordance with applicable laws, Board of Trustee policy, and administrative direction. This includes labor negotiations, grievance investigation, collaboration with campuses and dispute resolution processes. Additionally, will oversee, train, direct and assign staff on preparation and delivery of arbitration, mediation, fact finding and meet and confer cases and advise on application and interpretation of collective bargaining agreements to campus administrations

Develops strategies for and recommendations of labor relations policies. The individual coordinates necessary research and/ or the compilation of data for use in the development of labor relations policies, responses to requests for information and/ or collective bargaining agreements

Oversees, presents or assigns all work on representation matters and has primary responsibility for developing basic strategies regarding same. Along with the General Counsel's office, also coordinates the CSU's response to Unfair Labor Practice charges

In collaboration with the Chief Negotiator, Collective Bargaining, the AVC, LR develops strategy and oversees and assigns responsibility for the negotiation and implementation of all CSU collective bargaining contracts including full contracts and reopeners; is responsible for the meeting and confer process under existing and expired contracts; assigns the chief negotiators for contract bargaining

Manages, evaluates, coaches, mentors, trains and assigns work to the collective bargaining and campus relations staff

Interfaces and collaborates with Human Resources Management, Budget and Finance, Governmental Relations, Public Affairs and others on collective bargaining as necessary. Develops strategic relations with campus constituents

Responsible for legislative analyses, briefings and presentation to the Board of Trustees, outside entities and system wide groups as it pertains to collective bargaining

Responds to external and internal data requests

Other duties as assigned


This position requires:
-Master's degree or JD with a minimum of 10 years of demonstrated experience in labor and employee relations including collective bargaining and dispute resolution or Bachelor degree with 15 years of demonstrated experience in labor and employee relations including collective bargaining and dispute resolution
-Demonstrated presentation experience to senior-level administration
-Demonstrated understanding and experience in setting strategy for collective bargaining
-Demonstrated political acumen and awareness of the impact of labor and legislative politics required; in State of California preferred
-Demonstrated managerial experience
-Excellent written and verbal communication skills
-Candidate must be able to work as a member of a customer-service oriented team

-Experience in higher education labor relations preferred
-CSU experience preferred

Therefore, the selected candidate will be required to file Conflict of Interest Form 700: Statement of Economic Interest when they first occupy the position, and on an annual basis, complete ethics training within 6 months of appointment, and attend this training every other year thereafter


The Chancellor's Office policy requires that the selected candidate successfully complete a full background check (including a criminal records check) prior to assuming this position
