Job Summary:
The Grossmont Community College District is actively seeking an Associate Vice Chancellor of Human Resources. The successful candidate will report to the Vice Chancellor of Human Resources and serve as a member of the Human Resources leadership team. The Human Resources Department serves GCCCD faculty, staff, and administrators by providing excellence in human resource leadership and services in support of our academic mission. The Human Resources Department offers a dynamic fast-paced diverse work environment. Key to this position is a proven commitment to facilitating communication and understanding among diverse employee group populations.

Under the direction of the assigned manager, plan, organize and direct employee relations and labor functions; supervise, train and evaluate the performance of assigned staff; provide comprehensive employee and labor relations services in accordance with accepted practices and federal, state and local rules, regulations and codes; conduct investigations, EEO compliance and reporting, and oversight of Title IX regulations.

ESSENTIAL FUNCTIONS:
Direct employee and labor relations programs, services, and activities, including policy formulation, development and implementation.

Direct the operation of the district's employee & labor relations function including the training, assignment, supervision, and evaluation of assigned personnel; develop and manage the department budgets.

Negotiate, draft, and administer a broad variety of contracts, MOU's, and other legal instruments memorializing the diverse activities of the District

Serve on the district's negotiations team(s).

Coordinate compliance programs for Title IX. Oversee responses to Title IX complaints and adhere to all reporting timelines.

Develop and support a culture of collaboration that values employees and a commitment to the district mission.

Identify and provide guidance on legal requirements and government reporting regulations affecting human resources and labor relations functions; monitor exposure of the district with regard to noncompliance and direct the preparation of information requested or required for compliance and approve all information submitted; act as contact with legal counsel and outside government agencies in complaint and labor relations matters.

Responsible for the reclassification program(s) of the district such as serving as chair of a reclassification committee.

Respond to complaints and grievances, investigate discrimination and harassment complaints from employees and students, apply and explain laws, rules, regulations, policies, and practices. Submit reports to appropriate agencies in a timely manner.

Responsible for management and oversight of risk management vendor and related district-wide risk management matters. Coordinates district-wide safety programs and responsible for workplace safety compliance. Responsible for oversight and administration of property and liability insurance programs and claims.

Administer collective bargaining agreements, employee handbooks, and other related policies and regulations.

Assist administrators, department chairs and other supervisors in decision making, performance improvement, employee development, conflict resolution, mediation and disciplinary processes.

Supervise and participate in the maintenance of a variety of records, logs and files as required by federal, state and local codes and supervise the preparation of related required reports.

Minimum Qualifications:
EDUCATION:

Juris Doctor degree or equivalent from an accredited American Bar Association school of law. Member in good standing with the California Bar Association.

EXPERIENCE:

Three years increasingly responsible professional experience.

KNOWLEDGE OF:

Methods of research, including statistical analysis, and specialized record keeping methods and procedures.

Employer-employee relations, including the collective bargaining process.

Principles and practices of organization, administration, and personnel management, including supervision, training and personnel evaluation.

Computer applications related to area(s) of specialization.

In-depth knowledge of the California Education Code, Title 5 and other administrative regulations and the ability to apply these regulations.

ABILITY TO:

Analyze problems, identify alternative solutions, and project consequences of proposed actions and implement recommendations in support of goals.

Learn, interpret and correctly apply District policies, rules and regulations.

Effectively analyze and interpret data, apply and communicate applicable federal, state, and local policies, procedures, laws, and regulations, and prepare and present oral and written reports and findings to a diverse audience; effectively represent the District to the community and in quasi-judicial hearings.

Organize departmental resources to manage the orderly processing of paper flow necessary to administration of human resources and labor relations issues.

Select, supervise, train and evaluate assigned staff.

Conduct comprehensive investigations.

Implement the use of computer software programs and hardware pertinent to area(s) of specialization.

Establish and maintain cooperative professional working relationships in the performance of position responsibilities.

Ability to successfully delegate, ensure adherence to College and District policies, practices and procedures, hold others responsible yet instill confidence among the faculty and staff.

Ability to exercise leadership to advance the District's mission.

Commit to the community college concept, including the open door philosophy and a diverse curriculum for a heterogeneous student population.

Ability to participate in the Community College planning process while participating in the achievement of the goals and priorities of the District as a whole.

Ability to work cooperatively and responsively with all segments of the Colleges, District and community at large.

Facilitate communication and understanding, among faculty, staff, students, and the community, within the framework of a multi-college district.

Facilitate communication and understanding of perspectives among faculty, staff, students, and the community.
