Associate Director of Talent Acquisition

This position is responsible for the operation of the Talent Acquisition major process of the Talent Management Support System subject to the constraints imposed by the Director of Talent Management, MPTC District Board policy, State board rules, law and professional ethical behavior.  This position is also accountable and responsible for the effective use of processes and the development and/or improvement of procedures of the Talent Retention and Talent Development major processes of the Talent Management Support System.

Essential duties and responsibilities

1. Provide strategic direction and expertise in the areas of talent acquisition strategy, labor market analysis, workforce planning, sourcing strategies, recruitment and selection process, candidate experience, onboarding, and process improvement that enhance the College’s ability to attract and retain a talented, diverse and engaged workforce.

2. Manage the Talent Acquisition team to develop and deliver effective talent acquisition strategies in compliance with all applicable federal and state employment laws and District policies and procedures. Responsible for the performance management, coaching and ongoing growth and development of assigned staff.

3. In partnership with the Director of Talent Management and the Diversity Relations Manager advocate for diversity and encourage the consideration of a diverse pool of qualified applicants. Identify and implement strategies to meet Affirmative Action/Equal Opportunity and Diversity initiatives.

4. Improve and standardize talent acquisition processes, recruitment communications, careers website, and recruitment outcomes, to include reports, structured interview guides and hiring processes.

5. Collaborate with the HRIS Analyst-Talent Management on turnover, talent acquisition metrics and dashboards, compliance audits and reporting.

6. Collaborate with hiring supervisors on staffing solutions to include job description creation and maintenance. Collaborate with the Compensation and Benefits Manager on employee classification and compensation.

7. Create and deliver trainings and workshops to support skill and competency building to talent recruitment best practices for the College.

8. Ensure all talent acquisition artifacts (postings, job descriptions, close out packets, guidelines, standard operating procedures, job aids, process maps, etc.) are kept current and accurate, reflecting the changing nature of work.

9. Establish partnerships with internal departments and external customers. Lead and participate on College teams.

10. Provide input for Talent Management Unit planning and budget activities. Assist the Director of Talent Management with Talent Management functions and projects.

Requirements

1. Bachelor’s Degree in human resources, business administration or a related field, or an equivalent combination of education and experience from which comparable principles and practices of human resources knowledge and abilities can be acquired.

2. Five years of progressive, full life cycle talent acquisition experience to include leadership or supervisory experience.

3. Demonstrated experience building comprehensive recruitment and sourcing plans inclusive of labor market reviews.

4. Experience developing and conducting recruitment related training. Strong presentation skills.

5. Excellent listening and interpersonal communication skills, including the ability to work with all levels of internal and external customers and to handle highly confidential and sensitive situations in an effective manner.

6. Ability to analyze and interpret data to guide talent related decisions and analyze problems to develop effective solutions. Demonstrated process improvement experience.

7. Ability to effectively organize, prioritize, multi-task and manage time.

8. Demonstrated ability to work effectively with diverse populations by promoting and maintaining an inclusive work environment and culture that is respectful and accepting of diversity.

9. Experience with applicant tracking systems and HR information systems. Knowledge of computer hardware and software applications, including Microsoft Office 365 Suite (Office Suite, Exchange Online, SharePoint Online, etc.).

10. Strategic Talent Acquisition (STA) Certification, HRM Talent Acquisition Specialty Credential, SHRM-CP or HRCI-PHR certification preferred.
