POSITION TITLE: Assistant Superintendent of Human Resources

DEPARTMENT: Human Resources REPORTS TO: Chief Executive Officer (CEO)


Human Resources Department and Teacher Effectiveness Initiatives (Teacher Leader for Teacher Appraisal, Peer Review and Peer Consultant Teachers)


Develop the vision, mission, goals, and objectives and measurable outcomes for human resources in collaboration with other district leaders to ensure that U-46 recruits, retains, develops, recognizes, and rewards a high quality workforce that can manage ongoing change successfully while meeting the diverse needs of students, parents and the community. Directs and leads the district’s human resources and human capital policies and procedures including a wide variety of programs and activities. Assists, collaborates and supervises in a variety of instances with the development and assessment of the Teacher Effectiveness programs. Serves as a member of the CEO’s cabinet advising district leadership regarding current and future human resource issues. Assists with the implementation of quality professional development experiences for all employee groups. Acts as the primary Human Resource Advisor to the School Board and District Staff.


1. Leads the Human Resources Department with planning and implementation that is aligned with the District Strategic Plan and District goals and objectives.

2. Manages the District school staffing plan in collaboration with the Deputy Superintendents, Principals and central office staff.

3. Analyzes the organization and continually improves services to schools throughout the central office.

4. Directs the development and/or coordination of programs and policies in such human capital components as induction mentoring, performance management, evaluation appraisal, employee benefits, insurance, and employee health services.

5. Ensures compliance with all state and federal guidelines applicable to school codes, state and federal labor laws, policies and protocols.

6. Directs and manages the Performance Evaluation Reform Act (PERA) state initiatives for the District.

7. Directs the principal evaluation program in the district, evaluates principals, and advises other Deputy and Assistant Superintendents and the CEO regarding the results of the evaluation of principals.

8. Assists and collaborates with the Assistant Superintendent of Teaching & Learning with the oversight of the Teacher Effectiveness Department and programs. Including the oversight of the Teacher Appraisal Plan (TAP), the Teacher Leader for TAP and PAR (Peer Assistance and Review) and the Peer Consulting Teachers (PCT’s).

9. Maintains the Statutory Rankings of all Teachers (SB7 listings) as agreed upon by the TAP oversight committee as aligned with state guidelines.

10. Participates on the collective bargaining team (s) as directed by the CEO or designee.

11. Plans, directs and monitors the recruitment and staffing processes of all employees.

12. Advises the cabinet on the formulation and implementation of human resource plans, policies, programs, procedures and services.

13. Explores and initiates innovative solutions to organizational, fiscal and management problems.

14. Directs the preparation and administration of the department budget and ensures efficient and effective use of fiscal material and human resources to accomplish department goals and objectives.

15. Manages and maintains comprehensive human resources information system processes in collaboration with the Information Services Department and other departments with relevant information.

16. Establishes and leads interdepartmental teams to address complex district issues. Creates and maintains a culture of collaboration and continuous improvement among assigned staff.

17. Directs the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned activities, including monthly board human resources reports.

18. Interprets Board policies, state and federal regulations and collective bargaining unit agreements to ensure compliance with overall human resource practices and initiates changes that align with best practices in human capital management. Collaborates with the Chief Legal Officer on areas that require legal interpretations.

19. Develops and directs the administration of the school systems’ compensation and performance evaluation systems of all personnel including job descriptions, salary surveys and position reclassifications.

20. Stays abreast of current research and best practices in human resources and human capital management and development in educational and non-education-related settings, and adjusts plans, policies and procedures accordingly.

21. Is well informed regarding current local, state and federal laws regarding human resources management; PERA and stays abreast of state and federal public policy changes that could impact U-46.

22. Performs other duties as assigned by supervisor and consistent with the goals and objectives of this position and in support of the District Strategic Plan. 

TERMS OF EMPLOYMENT: This is a full time 12-month position. Salary and benefits as established by the Board of Education

EVALUATION: Performance of this job will be evaluated in accordance with provisions of the Board’s policy on the evaluation of administrators



1. Thorough knowledge of human resources and human capital management principles, practices and techniques as they relate to the administration of resources and planning, position management, staff development and training, policy development and administration, employee relations, and related management functions and services.

2. Thorough knowledge of the collective bargaining process.

3. Thorough knowledge of ethical guidelines applicable to the position as outlined by professional standards and/or federal, state and local laws, rules and regulations as outlined in the Illinois School Code.

4. Considerable knowledge of public administration with demonstrated skills in leadership, communication, and organizational management is required.

5. Considerable knowledge of the current literature, trends, and developments in the field of human resources administration and human capital management and complex systems research and best practice.

6. Considerable knowledge of the principles of supervision, organization and administration in an educational institutional setting.

7. Ability to provide leadership and to supervise the planning, development and establishment of new, modified and/or improved human resource programs, services and activities.

8. Ability to organize and supervise effective human resources management programs and services.

9. Ability to effectively express ideas orally, including before large groups of people, and in writing.

10. Ability to establish and maintain effective working relationships as necessitated by work assignments.


1. Master’s degree from an accredited institution in one or more of the following: education, human resources, business, public policy, organizational development, educational leadership or related fields. Required

2. Appropriate license (Professional Educator License with General Administrator or Principal endorsement or Educator License with stipulations with provisional educator endorsement) preferred.

3. Minimum of 5 (five) years of progressive, administrative hands-on human resources management experience preferred within the education and/or service sector.

4. Completed/Renewed PERA modules for Principal evaluator preferred.


1. Ability to work in a very fast paced and stressful environment.

2. Ability to work on a computer over a major portion of the work day.

3. Indoors in a busy environment with exposure to constant communication.

4. Frequently work at a fast pace with unscheduled interruptions.

5. May be required to leave main work site to attend meetings.

6. Public contact requiring appropriate business-like apparel.

7. Potential for being asked to travel in order to maintain the skills necessary to perform the job functions effectively.
