Position: Assistant Superintendent for Human Resources
Reports to: Superintendent

 Purpose Statement:

This is an administrative position that plans, organizes, and directs a comprehensive human resources program in compliance with the district, local, state, and federal standards and statutes. This position assists the Superintendent in the task of providing leadership and direction, serving a key role as a member of the district’s administrative team and Cabinet.

 

Essential Duties and Responsibilities:

°         Plan and coordinate the development of statistical, finan­cial, legal and management information.

°         Plan and direct a program for recruitment and selection of the best-qualified and most passionate staff who will embody the JPS vision of helping students become lifelong learners.

°         Monitor personnel policies.

°         Responsible for contract interpretation for all union contracts.

°         Manage district employees.

°         Work collaboratively with all unions.

°         Represent the district in negotiations, fact-finding, grievances, arbitrations, and HR legal issues.

°         Provide assistance in negotiating with all collective bargaining groups as well as other non-unionized employees and contracted groups.

°         Administer disciplinary processes.

°         Maintain district files on all labor-related issues.

°         Monitor and facilitate EEOC/ADA/MIOSHA/OSHA/FMLA.

°         Direct Professional Council meetings with the unions.

°         Research legal questions as assigned.

°         Assist school Superintendent and Board with investigations related to legal matters.

°         Participate with county and State organizations in staying abreast of human resources initiatives, practices, and other district-related issues.

°         Prepare correspondence, advice, responses to complaints, agreements related to assigned legal matters.

°         Interpret the Michigan Open Meetings Act and Freedom of Information Act.

°         Assist Superintendent with application of student information privacy laws.

°         Attend Board of Education meetings and participates in and/or leads other meetings and/or committees as the Superintendent designates.

°         Assist superintendents with student disciplinary matters, including application of special education laws as applicable.

°         Maintain current knowledge of school and employment law principles and practices.

°         Review and analyzes new legislation and regulations; makes recommendations to ensure compliance as appropriate.

°         Directly supervise human resources staff.

°         Perform such other tasks and assume such other responsibili­ties as the Superintendent may assign.


Preferred Qualifications and Competencies
:

  • Master's degree in human resources, labor relations, or legal field required. Juris doctorate preferred.
  • Minimum of five years’ legal and HR experience in a school setting.
  • Experience in collective bargaining.
  • Skilled in performing legal research and writing legal documents.
  • Able to exercise reasoned judgment on sensitive and confidential issues.
  • Possess keen business acumen and trusted advisory skills.
  • Able to work with multiple tasks, constant deadlines and changing work groups and working conditions.
  • Ability to carry out all responsibilities with awareness of district, Board of Education, and Michigan Department of Education requirements.

 

Physical Requirements (if applicable): The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

°         Required to sit for extended periods of time.

°         Considerable walking is required.

°         Some driving may be required both in and outside the district, and therefore transportation is necessary.
