The Town of West Hartford, CT, a full-service, suburban community located in central Connecticut, seeks an Assistant Director of Human Resources to provide oversight and direction for the Town’s human resources operations and programs. The Human Resources Department has the primary role of supporting the organization by providing human resources management and services to more than 750 full and part time employees of the Town. Reporting to the Executive Director of Human Resources, the Assistant Director leads a team of seven (7) staff members and manages a $524,269 operational budget. The department also has responsibility for a $24.6 million risk management program and a $34.8 million pension fund. The Assistant Director manages activities involved in recruitment and testing, employee and labor relations, pension administration, collective bargaining, compensation and benefits administration, organizational development initiatives, Human Resources policies and procedures, records administration and retention, risk management administration, workplace safety, workers’ compensation, and affirmative action plan development and initiatives.

 

The Human Resources Department is a shared service for the Town of West Hartford and the West Hartford Public Schools. The Town has nine (9) collective bargaining units and several non-bargaining groups. The West Hartford Public Schools has twelve (12) collective bargaining units. The department also provides support to the Town of West Hartford Non-Public School Nursing Program and consultative Human Resources services to the West Hartford-Bloomfield Health District.

 

The Town seeks an approachable and personable individual who embodies trust and integrity with strong relationship building skills to support our employees and managers. The position assists the Executive Director of Human Resources in the day-to-day management of the Human Resources Department, oversees the effective implementation of human resources programs and services, oversees budget preparation and monitors budget expenditures, participates as a member of the negotiation team, and supports Town management, employees, retirees, and other jurisdictions related to all Town human resources program and services.

 

The annual salary range is $100,282 - $124,280 dependent upon qualifications and experience of the candidate. The Town also offers a comprehensive benefit package including health, dental, pension, deferred compensation and retiree health.

Requirements

The minimum qualifications for this position include graduation from an accredited college or university with a Master’s degree in Human Resources, Public Administration, Business Administration, or a closely related field, and ten (10) years professional and highly responsible experience in Human Resources, including experience in a supervisory, line position; or an equivalent combination of education and experience deemed equivalent by the Executive Director of Human Resources. Professional PHR/SPHR, SHRM-CP/SHRM-SCP or IPMA-HR) required. CEBS designation preferred.
