ASSISTANT DIRECTOR OF HUMAN RESOURCES – ID# 18259.

RCUH Corporate Human Resources Department. Regular, Full-Time, Non-Civil Service position with the Human Resources Department, Research Corporation of the University of Hawai‘i (RCUH) core staff located in Honolulu, Hawai‘i. Relocation assistance will not be offered. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY: Salary commensurate with qualifications.

DUTIES: Provides leadership and direction to assigned functional units of the department, specifically administration of department’s policies/procedures, safety programs, workers compensation, visa/work authorizations, external Human Resources training and out-of-state employment. As assigned, provides Director with assistance in managing the department’s functional areas. Ensures achievement of goals and objectives in an efficient and timely manner. Guides and ensures proper training and development of department staff on functions, procedures, and techniques. Reports directly to and supports the Director of Human Resources with professional client services and assistance to Principal Investigators, Project Administrators and employees. In absence of Director, will head departmental operations and external human resources management support and program oversight.

Requirements

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor's Degree from an accredited four (4) year college or university in Human Resources Management or Business Administration. (Juris Doctorate and relevant institutional work experience may substitute for the above Bachelor’s Degree). EXPERIENCE: Ten to fifteen (10-15) years of progressively professional management experience in human resources, senior institutional management or complex program management. Experience must include (but not limited to) at least ten (10) years of senior institutional or corporate management and/or leadership positions. Five to Seven (5-7) years of experience supervising professional and support staff. ABIL/KNOW/SKILLS: Knowledge of effective administrative or institutional management services utilizing collaborative skills and/or technology. Knowledge of Hawai‘i and Federal laws relating to (but not limited to) employment and human resources, regulatory compliance, and equal employment opportunity. Knowledge of human resources information systems (i.e., Oracle/PeopleSoft HCM) and institutional/corporate management and business policies and procedures. Ability to effectively direct and manage staff and to nurture staff development. Ability to exercise sound judgment, decision-making, problem-solving, and time management practices. Requires (a) strong organizational and leadership skills; (b) ability to plan, schedule, delegate, and evaluate; (c) good verbal and written communication skills; and (d) working knowledge of word-processing, spreadsheet and data base software. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check for working with highly confidential and sensitive information which includes being fingerprinted and having a federal background check performed. PHYSICAL/MEDICAL REQUIREMENTS: Ability to meet work demands, which includes (but is not limited to), extended work hours, inter-island travel, including the summit of Maunakea. POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures. Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.).

SECONDARY QUALIFICATIONS: Society of Human Resources Management (SHRM) Certification or similar certification of continued training and development. Prior experience in a high activity/client services organization. Strong working knowledge of Hawai`i and Federal labor laws, University of Hawai‘i and RCUH policies and procedures.
