The NYS Office of General Services is seeking candidates for an Assistant Deputy Director – Human Resources for our Business Services Center (BSC). The BSC is dedicated to exceptional customer service and highly efficient operations providing shared services to standardize Human Resources and Finance transactions for 62 New York State agencies. By taking responsibility for these routine administrative functions, the BSC enables agencies to provide greater focus on core mission activities.
The Assistant Deputy Director – Human Resources will serve as the Executive Manager of the BSC’s Human Resources operations. As such, the incumbent will be a key member of the BSC leadership team. Under the guidance of the Chief Business Services Officer and Deputy Director, this individual will be responsible for both the tactical leadership and day-to-day operations of the BSC’s HR program, providing strategic direction, transformational management, and ensuring the effective, efficient delivery of HR transactional services, with a strong focus on excellent customer service.
This position, in conjunction with the other professionals who make up the BSC leadership team, is responsible for progressing the culture of the BSC organization by promoting and supporting continuous improvements, maximizing service offerings, and operationalizing a commitment to workforce development.
Illustrative duties include, but are not limited to:
• Serving as the strategic leader of the BSC’s HR operations (Payroll, Time and Attendance, Benefits Administration and Personnel Transaction Administration), providing leadership, management and oversight to ensure efficient operations.
• Serving as a business partner with other functional areas of the BSC to ensure the provision of excellent customer service, the resolution of any systemic issues, and the smooth transition of customer agencies and employees into the BSC’s HR operations.

• Partnering in the strategic development and implementation of HR technology solutions to ensure that any solution(s) meets the immediate and long-term business needs of the BSC in collaboration with its partner agencies.

• Working with key stakeholders and customers to understand and fully support HR policies and procedures.

• Providing direction to HR Service Line managers; creating a high-performance culture that not only achieves operational targets, but also drives innovation in shared service operations.

• Promoting the use of performance measures and a performance management system to ensure high quality operations and customer service; conducting performance dialogues with service line managers and BSC leadership.

• Directing and prioritizing HR activities based on customer needs, service level agreements, and BSC and State strategic priorities, including identifying potential challenges and roadblocks to delivering exceptional customer service and proactively responding to those challenges as they arise.

• Partnering in the strategic management of the entire BSC through regular interactions with OGS Executive management and other key stakeholders.

• Planning for the HR operation to scale and managing a growing team of staff.

 

Requirements

Desired skills & experience:

  • Candidate must have a Bachelor’s degree or higher and eight (8) years of progressively responsible experience in a high volume transactional processing or customer service operation, or experience in an organization with responsibility to develop and implement organization-wide process improvements. Three (3) years of experience must be at a senior leadership and management level with a record of proven results.
  • A continuous improvement mindset, including proactively seeking opportunities to develop and improve operations/customer service.
  • Experienced Change Agent possessing a strategic and systems mindset.
  • Demonstrated leadership at an executive level, including the ability to motivate, engage and support a large team of staff and engage stakeholders.
  • Demonstrated ability to work in a fast-paced, evolving environment maximizing the use of technology to drive efficiencies.
  • Strong customer service orientation.
  • Results-oriented, with demonstrated ability to self-motivate and to work independently.
  • Outstanding communicator, both in writing and verbally; excellent presentation skills.
  • Management experience in a large Human Resources operation.
  • Experience in a shared services organization preferred.
  • Well-organized, mission-focused leader who exhibits in their body of work a commitment to integrity and results-based performance.
  • Comfortable working in a rapidly changing, fast-paced environment; leading and proactively managing work streams.
  • Demonstrate strong skill sets in the following areas: leadership, project management, negotiation, analytics, critical thinking.
