Assistant Commissioner/Citywide Equity and Inclusion Officer
Salary: $130,000.00-$170,000.00 (Annually)

The New York City Department of Citywide Administrative Services (DCAS) seeks a qualified candidate to lead the Office of Citywide Equity and Inclusion, formerly known as the Office of Citywide Diversity and Equal Employment Opportunity (OCDEEO). This role will serve as a source of guidance and leadership in assuring that the City of New York emerges as an innovative and global leader in equitable, diverse and inclusive employment practices.

Under general direction, with a great deal of latitude for independent initiative, judgment and decision making, the Citywide Equity and Inclusion Officer will be responsible for:
• Designing, implementing and assessing the City’s current diversity and inclusion initiatives to align with its broader equity platform;
• Implementing the City’s strategic planks and diversity management program known as the Managing Diversity Leadership Initiative (MDLI) focused on workforce, workplace and community best practices across all City agencies;
• Leading the Citywide Best Practices Working Group, serving as a source of guidance to dozens of City agencies in the measurement, enhancement and execution of annual diversity and EEO plans and adherence to the Citys EEO policy;
• Serving as a source of counsel concerning gender and diversity trends specific to new hires, promotions, separations, underutilization and overall representation;
• Broadening the scope of inclusion efforts focusing on disabled, Veteran, LGBTQ, and multicultural communities;
• Maintaining the standards for inclusive workplace initiatives that value the diversity of our workforce across multiple generations;
• Collaborating with the Office of the General Counsel on third-party EEO investigations.
• Collaborating with Civil Service focused areas to proactively address equity and inclusion issues on aspects related to City employment access.
• Working collaboratively to create a synergy between HR and EEO professionals through increased information/policy sharing, trainings, meetings, discussion forums and access to portals and dashboards;
• Creating and monitoring enforcement strategies with respect to new legislation and promulgated policies and procedures;
• Updating Citywide EEO policies and procedures;
• Providing guidance to and developing related memoranda for agency EEO professionals, as necessary;
• Serving as the subject matter expert in the development and implementation of diversity and inclusion trainings;
• Providing technical assistance to agencies to launch EEO related programs and policy;
• Overseeing the formulation of recruitment and retention strategies in partnership with the Office of Citywide Recruitment for underutilized job groups; and
• Managing the creation and implementation of a citywide marketing strategy plan for the Office’s programs and mission.

These responsibilities impact more than 300,000 municipal employees across more than 80 city agencies (Mayoral and non-Mayoral). The candidate must have notable accomplishments in the following areas: developing and subsequently meeting and/or exceeding goals established under diversity and inclusion strategies; broad knowledge of external best practices; leading, motivating and inspiring decentralized independent diversity and EEO professionals across multiple agencies and/or divisions; significant experience and/or a comprehensive knowledge of the federal, state and local laws and regulations relating to prohibitions against discriminatory employment practices; strong familiarity and/or direct experience with investigatory practices and a working knowledge of mediation and alternate dispute practices.
