Reports To: Chief Financial Officer (CFO)

FLSA Status: Exempt, Full-time

Salary Range: $85,000 to $95,000

General Summary:

The Human Resources Manager is responsible for HR-related duties on a professional level, works closely with the CFO in supporting all Organizational departments, and supervises HR essential team members. This position oversees responsibilities in a variety of functional areas including: Utilizing the Lominger competency model to further our cultural values, benefits administration, employee relations, training, performance management, recruiting, onboarding, policy implementation, retention, DE&I, employment law compliance, and safety.  A successful incumbent understands, models, and facilitates the training of others to uphold the Organization’s mission and cultural values.

Essential Job Functions:

  • Utilizes Lominger competency model for staff and volunteer growth and development.  Seeks opportunities to integrate competencies strategically into HR programs.

  • Remains objective, seeks the Organizational good from an HR perspective, and prioritizes activities to best use their time and resources.
  • Administers various human resource plans and procedures; assists in developing and implementing policies and procedures; leads the preparation and distribution of the Employee Handbook.
  • Utilizes HR metrics to baseline, measure, evaluate, and regularly set goals for the department and Organization.
  • Is strategic and long-term oriented giving thought to and proposing multiple options and can assess which HR-related improvements could be best for the department and Organization.
  • Oversees daily workflow of the department including HR activities, communications, reports, requests and documents.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and procedures to maintain compliance.
  • Participates in developing department goals, objectives and systems.
  • Responsible for maintaining the Human Resources Information System (HRIS) and entering/approving updates as required.
  • Provides support and guidance to HR staff members, leadership, and other staff when complex, specialized, sensitive questions, and issues arise; may administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, disciplinary meetings, investigations, and terminations.
  • Assists in the maintenance of the compensation program, including analyzing best practices in compensation and benefits.  Seeks ways to promote total compensation to potential candidates.
  • Coordinates and monitors the performance evaluation program, evaluates, and revises as necessary.
  • Manages benefits administration including claims resolution, change reporting, reconciliation/approval of invoices for payment, and communicating benefit information to employees.
  • Compiles data and completes EEO-1 reports, California Pay Data reports, and OSHA illness and injury reports; maintains other records, reports and logs as necessary for EEO, CA DFEH, and Cal/OSHA.
  • Facilitates recruitment, writes and places job postings, and oversees new hire orientations.  Collaborates with departmental managers to understand skills and competencies required for job openings.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources and talent management.
  • Seeks ways to promote peaceful resolution where reasonable and possible to minimize risk to the Organization.  When facing disputes, collaborates with the CFO and legal counsel to process and monitor legal claims.
  • Manages workers’ compensation claims.
  • Administers leaves of absences (e.g. track FMLA, CFRA and PDL paperwork) in compliance with regulations.
  • Assists with time card review for payroll, coordinates back-up, as needed, for payroll processing.
  • Oversees the creation of learning and development programs and initiatives that provide employees with internal development opportunities, including annual All-Staff training days.
  • Develops employee retention/recognition programs.
  • Supervises the HR team including Training and Retention Coordinator, Volunteer Supervisor, Shelter Database Coordinator, and HR Assistant.
  • Oversees coordination of the Safety Committee.
  • Acts as the Organization’s Safety Manager and is responsible for the IIPP, COVID-19 compliance, and other workplace safety regulations required by Cal/OSHA.

  • Networks with other HR professionals in the community, including the animal welfare field.

  • Must be committed to a high standard of safety and be willing and able to comply with all safety laws and all of the employer’s safety policies and rules and must be willing to report safety violations and potential safety violations.
  • Performs other related duties as assigned.


Knowledge, Skills, and Abilities:

  • Possesses outstanding customer service skills, conflict resolution skills, negotiation skills, team building skills, and flexibility.
  • Working knowledge of Lominger Competency model is a plus.
  • Success in coordinating Diversity, Equity and Inclusion (DE&I) programs is a plus.
  • Development of outstanding employment engagement initiatives is a plus.
  • Exceptional verbal and written communication skills.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Resourcefully work independently, discerningly prioritize, and delegate tasks when appropriate.

  • Working knowledge of employment-related laws and regulations.
  • Familiarity with Paylocity HRIS a plus.
  • Proficient with Microsoft Office Suite or related software.
  • Ability to quickly learn and successfully utilize the Organization’s HRIS and talent management systems.
  • Have a valid California Driver’s license and clear driving record for one year prior to employment in order to operate SSPCA automatic and, as a plus, standard transmission vehicles.

Education and Experience:

  • A bachelor’s degree and three to five years’ human resource experience, or a master’s degree in human resource management and two years’ experience in the HR field, or seven years of experience in the HR field, or any similar combination of education and experience.
  • At least two years of related supervisory experience is highly preferred.
  • SPHR/PHR/PHRca/SHRM-SCP/SHRM-CP or equivalent certification desired.

 Physical Requirements:

  • Must access and navigate each department at the Organization’s facilities.
  • Any allergic condition that would be aggravated from exposure or through contact with animals or chemicals used to sanitize facilities, vehicles or equipment, may be a disqualification.
  • Use hands/arms for repetitive grasping, pushing, pulling, and fine manipulation.  This job involves extensive use of computers for analysis, report writing, e-mail communication, as well as use of telephone.
  • Prolonged periods of sitting at a desk and working on a computer with occasional bending, squatting, and lifting items up to 30 pounds.

Working Conditions:

  • May be exposed to hostile or abusive members of the public. Must be able to deal with an often times emotion-charged public and carry a fast-paced and changing workload which at times can be stressful.
  • By nature of the industry, there may be occasional exposure to dead, injured, sick, unruly, vicious, and/or dangerous animals in addition to exposure to parasites and to infectious diseases.
  • Must be available and willing to work such weekends, holidays, overtime, and attend mandatory training and meetings as the employer determines are necessary or desirable to meet its business needs.
