Description
GENERAL PURPOSE
This position is responsible for performing complex administrative and technical work in the organization and execution of a variety of Human Resources personnel programs and activities. Duties may include the coordination of employee benefit programs, payroll, wage and classification, recruitment and retention efforts, monitoring of performance evaluations, and employment law compliance. Work involves considerable independence in the conduct of standard duties and is performed under the general direction of the Director of Human Resources.
ESSENTIAL JOB FUNCTIONS
- Performs and assists with all recruitment related functions as needed, including but not limited to, facilitating hiring managers throughout the recruitment process, participating in interviews, reviewing/updates job requisitions and job descriptions, developing job descriptions and advertising, developing/reviewing interview questions, recommending/administering pre-employment assessments or testing and participating in job fairs and related community outreach.
- Performs routine tasks required to administer and execute human resources programs.
- Maintains compliance with federal, state, and local employment laws and regulations.
- Administers, coordinates and monitors FMLA eligibility, utilization, and other leaves of absences in accordance with Federal law. Exercises tact, diplomacy, and discretion in dealing with sensitive issues involving employee medical information, HIPAA and claims administration.
- Works with management on handling, investigating, and processing workers’ compensation claims.
- Develops, formulates, plans and implements wellness programs, events, and presentations based on identified wellness initiatives and goals.
- Assists in development of training programs and materials; coordinates and/or facilities training schedules; makes presentations to employee groups on a variety of human resources topics/programs.
- Provides human resources guidance and consultation to management and employees.
- Acts as a lead for the HR Assistant position, which includes but not limited to, training and overseeing the day-to-day tasks.
- Develops and implements office systems, forms, and procedures; identifies procedures for process improvements, and recommends new methods and strategies to improve workflow and customer service.
- Compiles, prepares, and may be responsible for distributing daily, weekly, monthly or annual reports, invoices, and other relevant materials as appropriate.
- Researches and responds to complex questions from the public, applicants and employees, generates correspondence, memos, agendas, orders, reports, forms, manuals, or other relevant materials appropriate to Human Resources.
- Assists with the preparation and execution of the annual Employee Leadership Academy (ELA).
- Maintains the utmost discretion and confidentiality in dealing with employee records and business information.
- Utilizes excellent customer service skills; establishes and maintains effective working relationships with other employees, officials, and all members of the public.
- Provides general assistance with questions related to City and Human Resources policies, procedures, laws, standards and regulations.
- Serves as team member on various departmental or cross-functional projects.
- Performs other related duties as required or assigned.
Requirements
MINIMUM EDUCATION AND EXPERIENCE
- Bachelor’s degree in Human Resource Management or other related field.
- At least five (5) years of Human Resources experience
- Human Resources certification preferred.
- Local government experience is preferred.
- Must possess FEMA 100, 200, and 700 certifications, or the ability to obtain within the first six (6) months of employment.
