About the Opportunity
Sno-Isle Libraries is looking for a Human Resources leader who is collaborative, creative, results-oriented, customer service-focused, and has a breadth of human resources knowledge and experience. The ideal candidate understands government policy and operations, collective bargaining and labor relations, and information governance.
This position reports to the Executive Director and serves as a strategic partner and member of the Library District’s senior leadership team. This role involves interaction with staff from all levels of the organization, overseeing the Library District’s Human Resources and Information Governance teams, leading and developing an internal team supporting leave programs, recruiting and selection, records management, performance and development, collective bargaining, and compensation and benefits.
This role requires the incumbent to possess exceptional strategic leadership, human resources expertise, dedication to diversity, equity and inclusion, and to be a driver of innovation.
Sno-Isle Libraries has 23 locations in Snohomish and Island Counties which serve 800,000 people. The successful candidate will contribute to the Library District’s effective operation, providing library services, spaces, and resources that are representative of diverse cultures and perspectives, intentionally inclusive, and accessible to everyone.

1. Align behavior with the library's mission, values, and strategic focus in serving a diverse stakeholder community.
2. Lead the Human Resources and Information Governance teams who are responsible for the development, review, and implementation of initiatives to achieve services consistent with the Library District’s vision, mission, values, and goals and embed the principles of equity, access, and inclusion.
3. Work closely with the Executive Director and Leadership Team to establish human resources policies; respond to policy questions and interpret policies.
4. Participate as a member of the Library District's Leadership team by providing broad thinking as it pertains to library service and operation.
5. Exercise proper financial control over budgetary expenditures.
6. Provide strong and creative leadership and vision, and oversee the administration of:
- leave programs and policies including family and medical leave (FMLA), military, Workers' Compensation, other leaves offered, and sick leave donation program;
- recruiting and selection process to meet the human resource needs of the organization. Advise managers with regard to staffing and selection; may participate in the selection process; prepare periodic employment reports
- the records management program, which includes the development, implementation, administration, and maintenance of systems for controlling use, maintenance, protections, and disposition of all records;
- Assure compliance of Sno-Isle Libraries Performance and Development Process.
7. Manage and direct the selection, implementation, and administration of an effective Human Resources Information System and other record keeping systems to assure compliance with legal requirements and access to information required for making management decisions.
8. Advise managers and staff in matters affecting employee relations such as performance management or corrective action; where necessary, serve as third- party mediator in disagreements among employees or between employee and supervisor; respond to grievances; administer the Peer Review Dispute Resolution Program; develop and administer performance planning and review procedures.
9. Develop and deliver HR training programs to enhance the skills and capabilities of managers and employees.
10. Align HR strategies with organizational objectives to support growth and employee development.
11. Lead and support organizational development and change management initiatives, ensuring effective communication and employee involvement.
12. Lead collective bargaining and labor relations.
13. Ensure compliance with federal and state laws governing benefits and compensation, including reporting, document development and amendment, retention and communication.

Education and Experience
Knowledge, skills, and abilities for this position can be acquired by a combination of experience and education including:
- These skills and abilities typically are acquired through a combination of experience and training including university-level education in such fields as human resource management, public administration or a related field.
- At least eight years of professional HR experience, including four or more years of supervisory experience.
- Professional certification such as Professional in Human Resources (PHR), SHRM Certified Professional (SHRM-CP), Certified Labor Relations Professional (CLRP), or Certified Employee Benefits Specialist (CEBS) is preferred.
Benefits and Compensation
Pay Range: $12,897.73 - $18,317.87 monthly

Employees working 20 or more hours per week also receive additional benefits such as medical and vision coverage, retirement savings, life insurance, and flexible healthcare and daycare spending accounts.
