This role will work collaboratively with the Director to evaluate the needs of the County and implement the appropriate training strategies to support continuous learning of employees, particularly executives and emerging leaders. The deputy director will manage employee development and performance within the organization by conducting thorough testing and validation processes. This position will assist in the shaping and execution of organizational culture initiatives by evaluating and creating training programs that lead to the achievement of short and long-term organizational effectiveness and strategic goals.

This position manages employees within the training and development unit which includes but not limited to, supervising technical staff, setting the vision for the division, training and development, performance management, and hiring of the employees within that division. This position will also oversee budgetary items within the department related to training and development, and recognition. The Deputy Director may also oversee other divisions as identified by the Director.

To be successful in this role, you should have solid experience in organizing trainings, designing educational curriculum, conducting gap analyses and needs assessments, developing individual and group learning courses, managing a training budget, and being a strategic thinker.

Above and beyond the supporting of day-to-day operations of the human resources department this position will be focused on: 

  • Collaborating with the Director, to assist in developing the fundamental performance behaviors, system processes, and ways of working to meet the strategic goals of the organization.
  • Providing consultative services to leaders regarding training and development programs for internal leaders and employees.
  • Leading strategic development of content, framework, processes, systems and tools to drive the engagement of the workforce.
  • Identifying organizational symptoms and implementing the appropriate training program solutions to improve organizational effectiveness and employee engagement.
  • Reviewing, researching, and securing an effective approach for measuring and managing engagement initiatives for the organization to include action planning, change management strategies, and objectives to produce results.
  • Establishing and leading the approach for developing talent for the organization including the performance review, succession planning, and individual development planning processes.
  • Oversee and lead critical initiatives, such as a formal County internship program to build the talent pipeline and optimize organizational effectiveness through training, development, and educational planning.


  • Master’s degree in Organizational Development, Organizational Effectiveness, Industrial Psychology or equivalent preferred
  • At least 7-10 years in Training and Development or Organizational Development with proven success leading change management initiatives, at least three (3) years of supervisory experience.
  • Proven management, leadership and facilitation skills.
  • Proven experience with developing multimedia visual aids and presentations.
  • Ability to direct, lead and innovate groups and individuals.
  • Strong interpersonal and leadership skills to maintain the trust of employees and further consult on their continued training.
  • Strong organizational skills to manage the needs of employees and identifying the best techniques to suit the company’s needs.
  • Demonstrated ability to constantly watch for new ways to access and teach new skills to the employees.
  • Demonstrated ability to overcome resistance to change while preparing and supporting those affected by change.
